Terms of Reference (ToR)

Expert/Company for Recording, Editing, and Producing Video Material

1. About CBM

Community Building Mitrovica (CBM) is a non-governmental organization based in Mitrovica, Kosovo, dedicated to fostering sustainable peace, reconciliation, and social cohesion among communities. CBM works closely with youth, women, civil society actors, and local institutions to promote interethnic dialogue, civic engagement, and inclusive development. Through its programs, CBM supports initiatives that empower communities, strengthen cooperation, and address social divisions in Kosovo. This project builds on CBM’s long-standing experience in fostering interethnic dialogue and youth engagement in Mitrovica.

2. Overall Objective of the Activity

The Shared Futures – Youth and Communities for Reconciliation project is a 24-month initiative aimed at promoting reconciliation and social cohesion in Kosovo, with a particular focus on bridging divides between North and South Mitrovica. By engaging youth and women as active agents of change, the project seeks to foster interethnic dialogue, strengthen civic competencies, and promote inclusive narratives through civic education, cultural collaboration, and storytelling.

Over the years, CBM has conducted regular consultations with youth, women, local leaders, media, and NGOs across Mitrovica and other parts of Kosovo. These sessions highlighted key needs: limited opportunities for civic education, restricted mobility, a lack of safe interethnic spaces for youth, and underrepresentation of women in reconciliation processes. The project responds by offering workshops to strengthen civic knowledge, cultural events to promote cooperation, and storytelling platforms showcasing lived experiences of reconciliation. Building on CBM’s prior projects, the activities reflect the expressed priorities and realities of the communities rather than being externally imposed, emphasizing continuous and creative engagement rather than one-off interventions.

3. Purpose of the Assignment

The primary objective of this assignment is to document project activities and produce high-quality multimedia content (video, audio, and photography). The produced materials will be used for publication on CBM’s website, donor platforms, social media channels, and local and national media outlets.

4. Duties and Responsibilities

The selected expert/company will be responsible for:

• Document storytelling events, civic education sessions, and creative expression exhibitions in audio-visual formats;
• Produce and edit video content tailored to different platforms (website, donor visibility requirements, social media, etc.);
• Collaborate closely with CBM staff and relevant stakeholders in content development;
• Ensure that all video materials include subtitles in Albanian, Serbian, and English.

5. Expected Deliverables

The expert/company is expected to:

• Capture and record audio-visual content (video, audio, photography) during project activities;
• Produce high-quality multimedia materials for dissemination;
• Deliver finalized video materials within 2–5 days, depending on length (e.g., photos within 2 days, videos up to 1 minute within 2 days; longer videos within up to 5 days after filming);
• Adapt and format video content for different publication channels (website, social media, etc.);
• Commit to engagement throughout the project duration (up to two years).

Estimated volume of deliverables:
Based on the project workplan, a total of 12 storytelling events (6 per year) and 4 exhibitions (2 per year) are planned.

6. Location and Travel

Activities are expected to take place in North and South Mitrovica. Exact locations will be confirmed prior to each activity.

7. Equipment Requirements

All necessary equipment (camera, audio, lighting, etc.) must be provided by the selected expert/company.

8. Responsibilities of the Project Team

The CBM project team will:

• Provide all relevant information related to project activities;
• Support the expert/company with content development, including translation assistance where needed;
• Collaborate on ideas and approaches for effective storytelling and media production.

9. Required Experience and Qualifications

• At least three (3) years of experience in media production, content creation, or related fields;
• Proven experience in video production, editing, and storytelling;
• Fluency in English and at least one local language (Albanian or Serbian);
• Ability to work under tight deadlines and deliver high-quality outputs.

10. Deadline and Submission of Expression of Interest

Interested individuals or companies are invited to submit the following documents:

• Financial proposal, including a detailed breakdown of services (e.g., videos under 1 minute, videos over 1 minute, photography, etc.);
• Portfolio showcasing recent and relevant work.

11. Evaluation and Selection Process

The selected contractor will be responsible for implementing the activities outlined in this ToR in close coordination with the CBM project team.

Proposals will be evaluated by the CBM Evaluation Committee using a combined scoring method:

• Technical Proposal: 60%
• Financial Proposal: 40%

Technical evaluation criteria may include:

• Quality of portfolio and previous work;
• Relevant experience;
• Understanding of the assignment;
• Creativity and storytelling approach.
